He's been crafting and stockpiling them like a confused prepper.
His "plans" are probably to stir up shit, mess with elections, sabotage, bribe people in positions of power, stage civil unrest... all the things he was going to do anyway.

Isn't Finland in NATO now? Putin isn't dumb enough to actually start shit with NATO. It's exactly why he started shit with Ukraine that isn't in NATO yet.
They are, and they also have a defense pact with the US. Direct confrontation would be stupid as that could trigger NATO Article 5, so Putin will likely try to stir shit on a non-military level (social, political, imports, etc).

Putin is probably miffed as the signing of a defence cooperation agreement between Finland and the US looms, which would bring US weapons to Finnish soil on a permanent basis. This is a step towards practical implementation of NATO defense collaboration.

A large group of Russian soldiers in the border area in 1939 are moving down a road, when they hear a voice call from behind a small hill: "One Finnish soldier is better than ten Russians". After 10 minutes of battle, again silence. The calm Finnish voice calls out again: "One Finn is better than one thousand Russians!"
The enraged Russian commander musters 1000 fighters and sends them to the other side of the hill. Rifle fire, machine guns, grenades, rockets and cannon fire ring out as a terrible battle is fought... Then silence.
Eventually one badly wounded Russian fighter crawls back over the hill and with his dying words tells his commander, "Don't send any more men... it's a trap. There are two of them!"
