US is trying to move it's manufacturing to Mexico for geopolitical reasons in the short- to medium- term and economic reasons in the long-term. Tarrifs makes things from China more expensive, so investors/developers will be more likely to find other places that make them more money, like places that dont have tarrifs and are near by.
