Gaiters, says right there. Green part goes around your leg/top of your boot, the black part fastens under the boot heel.

I suspect the "fab to be drab" part refers to fashion trends like GORPcore and normcore, where "boring" or outdoorsy clothing is worn as a fashion statement.

"Drab" because that color is olive drab.

What about the "girl" part? Is there a specific aspect of these gaiters which makes them feminine? I can't tell from the picture.

Dirty Girl might just be the brand.

Dirty girl is the brand

They are more expensive and less functional, knowing clothes companies.

Brand name. Dirty girl

I think these 'micro gaiters' don't go under your heel - the black part is the hook for your shoelace.

Interesting, haven't heard of those.

Dirty girl is the brand, they are ankle gaiters that work with most trail running and low to mid height hiking boots. They do a pretty good job of keeping dust and rain out of your shoes from the top, and them only being ankle height means they are both lighter weight, and nicer when its hot out, but offer less protection if it is really cold and rainy.

They're olive drab color, so fab to be drab is probably just some branding speak for that.
