It's easier said than done, but it's not that difficult. It's mostly reconfiguration of plumbing and zone controls on HVAC. The electrical is easier to distribute.
If you commit to doing it the right way, and tear it down to the structure (but leave the facade alone), it's not terribly difficult.
The problem is that the building owners want to do it cheap, and it won't be cheap. It will be more economical in the long run than fully vacant building though.
I think it's actually the ADA that requires them, now that I think about it, but I know in commercial buildings there are requirements for size and location of mirrors in bathrooms (maybe only if you choose to install them).

For years I used Textra. It did SMS amazingly. I only switched to Google Messages for RCS support, although I believe Textra added that now.
It doesn't any good to "punish" the police by awarding large sums of money to the wrongly convicted, because the taxpayers pay for it. To really add some justice, the awards should Come from the police pension funds. Then they are Incentivized to do it right. Now they don't care, because there is little downside for them
I'm pretty old, and like a lot of different stuff, so it adds up.
Title 9 is shit for this. As long as the accused is named, but the accuser is not, there will be no fairness in the system.
I would like to have user-based tags, in addition to community, instance, and post-level. It's nice to be able to rag the trolls or bad-faith actors.
I'd be ok with language tagging being mandatory.
