TL:DR: Ukraine has been (and probably still is) dominantly corrupted (because they were part of the Soviet Union, which is kind of a paradox).
People do want to live better, but also do not want to die for a country which didn't solve basic problems (like corruption) in the past.
In short, they do not consider it a sacred duty to leave their bones on the altar of mafia (and Ukranian mafia is something reolly special).
It is questionable whether Ukraine was even capable of escaping the Soviet mentality, after the fallout of USSR. Indeed, before Soviet invasion of 2014, most of the people were pro Soviet.
