His Avalanche only actually needs 167% power strength to reach 100% armor strip, the thing that limits it is it's mediocre 15m base range which kinda forces you to run Overextended and thus have to add another 60% strength to compensate.
And I agree, he is perfectly playable, his play style just really only works against Grineer/Corrputed or lower level other factions and it boils down to casting 4 over and over, his only good ability. He is still in a much better spot than the likes of Hydroid, Limbo or Inaros.

I would try flashing an Ubuntu (or Kubuntu for KDE) or PopOS iso and booting that to try, they both include the proprietary Nvidia driver. This might be a Cinnamon issue or a Mint issue, trying a different distro helps you narrow down the possible cause.
This is probably a pretty unpopular opinion but I would never recommend anything but Gnome or KDE to a new Linux user. Those projects just have so much more development focus on them then all the smaller ones, it just makes sense to default to them for maximum ease of use and compatibility.
I don't think we've ever got a definite answer but I think the most likely option is it's a Rell/Harrow situation, an Operator fused with the Warframe.
Second Dream for sure! For so many years before people wondered about the nature of the frames, to finally get an answer. The scene when the pod opens, your kiddo falls out and the screen glitches out while your frame collapses is still the greatest moment in Warframe. It kinda sucks that nowadays with Duviri people don't get to experience that surprise reveal anymore.
It wasn't a massive change, the tileset didn't go pitch black, just a little bit darker than the already dark look that old Warframe had. For those curious just how different things looked, I have this old screenshot from October 2013. You can even see some of the Corpus light fixtures that would be affected by the ability.
EDIT - Found this old video from 2013 that shows some of the effects that it had on the environment, you can see the electronics blow out and spark after it's cast.

They framed the sister as a possessive stalker so far, but with this series' tendency to bait you into blaming the "obviously" evil characters, and with how Michiru is even more creepily possessive, literally breaking-and-entering, not hesitating to use violence (that bloody pen flashback?), she could be just trying to keep her sister from getting to close to others, knowing how bad things can get if she does.
You are right, I completely forgot about that part! He's even more sad than I remembered.
For how great AMD usually is on Linux, it's not without it's issues. RDNA2 (the entire RX 6000 series) still suffers to this day from this 2 years old issue that can cause stutter in games as the GPU constantly downclocks itself aggressively. I still prefer it over Nvidia (having owned one and now using AMD) but just be aware, it's not all as perfect as some Linux users would have you believe.
True, I underestimated Cold mostly because I absolutely loath primers and prefer to just blow stuff up with raw damage and viral-amplified slash procs. It is a direct buff to Frost (and boy does he need one!) and can make using Sentinels with the cold procing beam weapon a little bit better (still would never use one over a Vulpaphyla).
So does Fireball and yet that one does no friendly fire damage. Either Ice Storm is bugged or it's as the other commenter pointed out, Guardian of Faith detected a hostile action and triggered an attack on all nearby hostiles (your party), which dealt enough damage to it to kill it.
