Those are not the primary long term problems with those. Electric cars still require roads, tires, parking lots, etc. That's why they are 'better' due to no direct emissions and higher efficiency, but they can never be 'environmentally friendly' because they will always need expensive and harmful infrastructure.
Plus they tend to be heavier so they cause even more damage to road surfaces.
Alternatively, you can think of it as something so popular and important as to deserve a setting, eg. NSFW filter

I have had several cats over my lifetime and them escaping has never really been an issue for us, though of course I don't know your particular situation. Still, it is pretty important that cats are not allowed out. I know all the animal shelters across two countries I have worked with will simply not allow someone to adopt a cat unless they sign a document stating that the cat will be indoors only, with the exception of leashed walking.
