Most airports have separate controllers for taxiway coordination and for runway and air coordination. Many larger airports separate tasks further, like having a separate approach controller. So, usually different people.

The logistics would be tricky. Aside from the fact that race doesn't exist, people within an ethnicity don't all look the same. And would they still have the background of however they were originally born?

Just replayed some of the Myst games, and it's like "oh ok I was stuck on this for 30min because the lever was on the other side of the map and there was literally no indication that it was related".
