Israel’s parliament has passed two bills aimed at preventing the UN’s agency for Palestine refugees (UNRWA) from being able to continue operating in Israel.

Palestine is not in Israel. Netanyahu claims he is not annexing it. If that's the case, UNRWA can just give them the finger.

I could be wrong, but isn't the "not annexing" because he doesn't recognize it as a separate territory in the first place?

Are there good ways to get people and goods in and out of Palestine that do not go through Israel though?

I don’t know what your point was then. In order to serve Palestine, UNWRA will need to operate in Israel, because they need to go through it. So they can’t just give Israel the finger.
