I'm pretty sure he knows the difference. It's hard to score political points with the truth

There are lots of ignorant one issue voters.

Most people are some combination of Ignorant and apathetic, so a politician (of any stripe) usually has more luck saying something snappy and quotable rather than making some long thoughtful nuanced remark.
