They agreed, the judge didn't sign off so he's now plead not guilty. Which, that was going to be one incredible deal if he'd been able to walk out with that.
It's the same deal, they just specified at the judge's behest that the agreement only covers the specific charges the agreement was about.
Sure, blanket immunity for all crimes forever would be an incredible deal, but seems like that was never the intended deal considering how fast they just added whatever specific language the judge wanted to the deal and everyone was happy.
You should probably look at the latest, he left court after pleading not guilty.
Edit to add:
Also here's the context of the first agreement breaking down:
Judge Noreika asked Justice Department prosecutor Leo Wise whether there is an "ongoing investigation here."
"There is," Wise said, adding that he could not tell the judge what the investigation was.
Noreika asked if the government could potentially bring a charge related to the Foreign Agents Registration Act (FARA), to which Wise replied: "Yes."
At that point, the original plea deal broke down. Defense attorney Chris Clark said he did not agree with that.
"Then there’s no deal," Wise said.
Clark countered, "As far as I’m concerned the plea deal is null and void."
Noreika asked if the government could potentially bring a charge related to the Foreign Agents Registration Act (FARA), to which Wise replied: “Yes.”
This is eyebrow raising since it comes so closely after the release of the FBI file alleging claims by the owner of Burisma Holdings that there was a payoff to Hunter Biden.
