Doesn't a terrorist have to target an actual group of people? You know, because the "terror" part of "terrorism" is the fear from others that their life is in danger.
What group was he targeting? Rich people? CEOs of bottom-of-the-barrel healthcare companies who cause death and suffering for profit? These don't seem like the right kind of group to qualify as terrorism.

No. Luigi is facing the death penalty from the federal case which he currently has to defend against simultaneously, though his lawyers are continuing to push for one of the cases to be dismissed under double jeopardy laws.
The dismissal of the terrorism charges was for the case trial in the New York state courts. While New York has not had a death penalty since 2004, the dismissal of the terrorism charges means that life without parole is off the table.
Double jeopardy argument is DOA. I don't like it, but long standing Supreme Court precedent says you can face both state and federal charges for the same crime. Unless they have some weird trick, that argument is just an attempt that's barely worth trying.
I think it's only the state charges. Feds are yet to have their turn.

This was the state terrorism charges right? At least I thought it was. Honestly NY charges are the least scary. If rather the feds stay out of it though. It happened in NY. NY should be the judge.
They'll probably still get him on murder charges. As long as they can link him to doing the act itself, he's not getting away from those consequences without jury nullification or a damn good escape plan.
It's gonna be hard to link him to the murder when the chain of custody is the shitshow it is. He didn't do it, they planted the evidence on him and fucked up the planting.
