Great summary. Though i would dispute the completeness of the "domestic genocides" category. Denmark pretty much instantly willingly submitted to Germany and actively collaborated in Nazi policies of extermination. As did Vichy France and significant portions of Belgium and the Netherlands, so much so that the Nazis formed entire SS divisions out of them. And of course Austria cannot claim to be innocent as the Anschluss had significant support among Austrians, as did the repression and extermination policies that followed.

Much more of Europe has blood on their hands for the crimes of fascism than just Germany. Like the war of extermination against the Soviet Union, fascism was a pan-European project, not an exclusively German (or Italian) one.

And Japan should be counted in that category of domestic genociders as well for their genocide of the Ainu people of Hokkaido. And they are still colonizing Okinawa.

The Netherlands had one of the highest numbers of Waffen SS volunteers in Western Europe. Quoting Suzanne D. Rutland in Remembering for the Future: The Holocaust in an Age of Genocide, page 534:

From the top of my head, Spain did domestic genocide agains Jews and muslims in the timeframe and Japan genocided Ainu.

Portugal also against Jews.

Also a lot of the purges of various christian sects should probably count ( France killing all it's protestants for example )

I was planning to post it with a little summary in GenZhou once I finished and digested it. It is so long and complete that I think it deserves a bit of an introduction to grab people's interest.

The “Divide Africa” category is bit disingenuous. Essentially the only parties that participated were the British, Germans, French, Spanish, and Portuguese,

Austria-Hungary, Russia, Denmark, the Netherlands, Sweden/Norway, the Ottoman Empire, and the United States all send dignitaries, but it was essentially just for observer status, since none of those countries established any African holdings, or made territorial claims at the conference.

However, those countries still participated under the banner of their respective colonial empires, with the US for example sitting under the title “American colonial empire”. And were complicit in what happened.
