That makes sense since the Enterprise is the flagship and Voyager was a lot lower in the fleet. It would make sense that the flagship would have a lot more experienced crew.
Maybe they did the opposite of what they offered Wil Wheaton: gave Garrett Wang a raise in real life instead of a promotion for his character.

Edit: lol I read "Chakotay popsicle" which I inferred to be rather flavorless, thus this was a diss on Harry. Now I see it's chayote and I have no idea whether this is flavorless or a diss.
Chayote is a veggie (technically a fruit I guess) that is mostly water and notably flavorless. Now imagine how flavorful a popsicle of it is.
Probably more flavorful than Chakotay, but that's not saying much :)
