Yeah, that's usually how that works.
No, that's not usually how it works. It's never how it works. This isn't satire. It's an actual proposal.
People advocating for unhinged bullshit do so because and only because they believe in it. There is no alternate interpretation of "lock people in a closed space with their smoke to punish them". If there was sufficient airflow the smoke would be gone in seconds.
