According to rule 53.7, this should be a penalty shot.

Rule 53 – Throwing Equipment

53.7 Penalty Shot - When any member of the defending team, including the Coach or any non-playing person, throws or shoots any part of a stick or any other object or piece of equipment at the puck or puck carrier in his defending zone, the Referee or Linesman shall allow the play to be completed and if a goal is not scored, a penalty shot shall be awarded to the non-offending team. This shot shall be taken by the player designated by the Referee as the player fouled

Dear God I didn't see this play. Awful missed call.

The refs did at least apologize for missing the call later on.

How is there not an option to review at times like this? Especially seeing as a goal got scored. If they can go back to check offside, they shiuld be able to go back and give a penalty shot.

The review rules are very specific, and rules tend to get added after things like this happen. But afaik, as of now, you can't review for a missed stoppage of play once the puck has exited the zone that the stoppage would have happened in.

Henrik Lundqvist got hit with something similar a few years ago on a play where Ovechkin tried to go around him.

No idea why this wasn't called, other than to say that all four of them must have missed it..?
