Honestly, it's hard to imagine that the aid we give to the Middle East wouldn't be better spent in the Caribbean and in Central America.
If the Biden administration really wanted this, they wouldn’t ‘call for’ it. They would demand it and coerce those fascist fucks to comply. This is theater. It provides Biden a talking point to claim that he isn’t quite as ghoulish as a few Americans are starting to realize that he is.
Note that Biden and his administration are changing their tone, only AFTER major backlash from the Muslim community, the UN, EU and all the demonstrations going on. Turkey just cut ties with Netanyahu, yes everybody shits on Turkey, but at least they know how to give a signal.

Starving people to death, cutting off water, displacing them and then bombing them indiscriminately to death even before setting one foot on the ground and then claim victory? History will know them forever as the cowards they are. Not 'smart' but cowards.
Wouldn't surprise me if Biden threw a few aliens at us at this point to distract us from what's going on.
The only thing he can do now, is to pack up his warships or hell, just even threaten to pack up, to let Israel see how serious he is and STOP Vetoing UN humanitarian aid resolutions.
Israel knows that the US will back it up no matter what, so it doesn't have to listen.
Blinken also knows that Israel knows. The US calls for humanitarian aid, etc, are public theatre designed to be rebuffed by Israel without consequences. So Biden gets to show the world that he is very concerned over human rights, even as Israel flattens Gaza.
Between the unflinching support of the US, the world doing nothing to stop genocide across the globe, and the lack of any consequence for nuclear powers, they know they have basically carte blanche.

If Western countries actually cared for human rights, they'd be blockading Israel right now until they agreed to stop the indiscriminate harm towards civilians. US politicians are asking for the bare minimum, and even that is far too much for Israel. It cannot be explained by anything other than bloodlust.
Qatar might be able to work out a deal to release a handful of hostages for a temporary ceasefire. Give Gaza time to get clean water, food,evacuate the wounded, and most importantly get both sides talking.

What? Hamas is waiting for negotiations for hostage release. It's Israel that refused. Oh, and also, they've already released some of them, though not a lot.
My understanding is that Hamas wants concessions in return for a hostage release. Israel isn't interested in that.

That's not refusing negotiations. Hamas wants a ceasefire. Israel wanta it's hostages. That's peanutbutter meet jelly. They're both negotiating they just might not be willing to budge enough to find common ground.
Last I heard hamas wanted a hostage trade (for hamas terrorists). Although Israel unwillingness to comply seems to me less like playing hard ball and more trying to save face after letting hamas attack and take their people.
The last time they traded terrorists for civilians those terrorists were used to conduct a slave raid against their people.

Given the support in the West, I think it's unlikely that sanctions on Gaza would be politically viable.
But sanctions on Gaza similar to the ones we put on Venezuela to force an election should absolutely be considered.
