Probably either Shakira or Brittney Spears.

Christina Ricci. I was maybe 5 or 6 the first time I saw the Addams Family movies, I was already extremely into everything scary and/or Halloween adjacent, and she was only a few years older than I was, and she was both pretty and scary, and the boy she gets paired with in Values reminded me of me. The overall effect of this was to fill me with a deep-seated lifelong fondness for spooky women in general and her in particular. A few years after that I saw Casper, which only reinforced the effect, and Sleepy Hollow showed up just in time for me to hit puberty.
Earliest is Christina Ricci. I was 10 and the movie was Casper.
That crush continues to this day.
Jessica Alba then Emma Watson and then Megan Fox 💀
But I was more grown up for the later two. My child child crush was Jessica Alba 😂

It was one of those 'I don't know if I fancy her or want to be her' type crushes and was basically the foundation for my love of fashion and personal style, and my predilection for annoying voices.
Also my mother hated her, which made me like her even more.
The earliest, specific crush on a celebrity I can remember was Lindsay Lohan in as early as 2003, but maybe 2005 or so. I was a middle schooler.

Man.....what 12 year old me would have given to explore Alex Mack's secret world....
The painfully obvious: Jennifer Connelly.
First saw her in Labyrinth when I was like 12, and she awoke something in me, and that continued when I saw The Rocketeer when my parents rented them from Blockbuster. Later when I was a little older she solidified that awakening when I saw Career Opportunities rented from Blockbuster myself once old enough to have my own account.
Adrian Paul in The Highlander TV Series.
Gilbert Gottfried.
Only correct answer.
This might awaken something in you:
bro do you even shoedini?
Alyssa Milano. She could have been my boss.
