All that "government shutdown" means in this context is that certain parts of the government have no money, so can't operate. The ballroom is largely funded by the President shaking down private companies and forcing them to fund it, so they have plenty of money for this.

My preference (if we must have a federal government) would be to tear the whole thing down and rethink the entire office of the President.

Congress is the original core of the US federal government. It didn't come into existence with the Constitution the way the President and Supreme Court did. It was here before the Declaration of Independence. In the strictest sense, it was here before there were states.

And if it wasn't such a do-nothing ass scratching committee, we could make it a parliament with executive power combined into the role of Prime Minister. Don't need a White House anymore. Almost all other modern democracies went that route rather than copying our bizarre system.

I still wouldn't be shocked if this is his excuse to be POTUS out of mar e lago. "I can't live in the white house while all this construction is ongoing so I'll use my bathroom as a SCIF" (just much more incoherent and racist). Lets him massively bill the government and secret service for all the lodging and so forth. But yeah... this is generally not what you do when you are planning to leave in 3 years.
