97% of the time, the average car just sits in the parking space, taking up space not being used.

I guess you can say something similar applied to balconies. They are probably being used, but only a small portion of the day.

In normal countries there is something called empathy, and good leadership. Managers are allowed to care and show empathy for their peers.

Other good leadership traits include transperancy and communication.

As a private person, check you energy contract, I found a cheaper company producing only green energy. Just a tip and gentle reminder that you (all) can do the same and put pressure on the energy providers
